Wellington City Council's Customer and Community Group supports a well-connected, engaged and thriving city by delivering essential services that enhance the social, cultural and recreational life of Pōneke.

Following a recent organisational realignment, we are strengthening how we deliver digital and security services, making it easier and safer for customers to engage with Council, while ensuring strong stewardship of public resources.

This role combines hands-on technical leadership with people management, focusing on day-to-day cyber operations, team capability and continuous improvement. You will lead a specialist cybersecurity team, working closely with the Security Architect and Senior Cyber Security Specialist to ensure Council's systems remain secure, resilient and fit for purpose.

This role is best suited to someone who has solid experience leading others in a cyber or technical environment and is confident balancing operational delivery with team leadership responsibilities.

Āu ake mahi - What you'll do

  • Lead and coordinate cybersecurity operations, including threat monitoring, analysis and incident response activities
  • Provide people leadership for a small specialist team, allocating work, coaching team members, supporting development and maintaining high performance
  • Support the implementation and operation of AI-enabled security tools and automation to proactively identify and mitigate cyber risks
  • Carry out cyber risk management activities, including risk assessments and ensuring compliance with industry standards and regulatory requirements
  • Oversee the deployment and management of secure infrastructure and emerging technologies, including IoT
  • Mentor and guide junior team members, building capability and fostering a security-aware culture
  • Influence and collaborate with stakeholders across Council to embed robust security practices
  • Contribute to improving Council's cybersecurity capability and maturity through process improvements, standards and team-led initiatives

What you'll bring

  • Substantial experience working in cybersecurity or network security roles, ideally within medium to large or complex organisations
  • At least 10 years' experience in cybersecurity, with proven experience leading or supervising technical staff in an operational environment
  • Expertise in AI-powered threat detection, Zero Trust frameworks and advanced security technologies
  • Sound understanding of cybersecurity frameworks, risk management, audit processes and compliance standards
  • Excellent leadership, mentoring and collaboration skills, with the ability to influence across teams
  • A relevant tertiary qualification in Computer Science, Cybersecurity or a related discipline
  • Industry certifications such as CISSP, CISM or CEH are highly desirable
  • Experience working in Agile delivery environments is an advantage
